The data upon which this graph is based were reported to the CDC by U.S. Clinical Laboratories. The flu occurs every year. It always comes in winter and goes away in summer. 

Morbidity and mortality are not illustrated here.

Drastic measures are never implemented to deal with this except in Saskatchewan (Canada). Here, public "health" nannies firmly control everything. I don't have direct knowledge about other places. - ed
